Kindergarten children have already learned that in this blessed country called Albania, countless tenders are abused. If we were to use mathematical terms, dubious tenders are almost infinite. This is because every day there are at least some tenders that are considered at least suspicious. But the case we are going to present to you today is somewhat special.
It is about the institution of the General Directorate of Road Transport Services headed by Blendi Gonxhja. It turns out that this institution has given overnight about 700 million old ALL with VAT to the same company in three different lots. More specifically, it is about the tenders Lot I: "Furniture of DRSHTRR BERAT" with reference number REF-00904-07-14-2021; Lot II: "Furniture of DRSHTRR KORÇË" with reference number REF-00906-07-14-2021; Lot III: "Furniture of DRSHTRR LAÇ" with reference number REF-00908-07-14-2021.
The peculiarity lies in the fact that in all three lots, the same company has won, within the same day. It is about the company BOLT shpk which turns out to be owned by the citizen Bardhyl Beqiri. During the research of the relevant documentation of this tender, other strange facts are noticed.
Thus it is seen that some companies in all three lots have offered zero values. On the other hand in all three tenders there were companies with lower value offered than the winner. These facts taken all together raise doubts that the winner may have been predetermined.

Hello, We explain to you regarding your request on the winner of 3 tenders with object: -LOT OF "Mobilimi DRSHTRR BERAT" REF-00904-07-14-2021, -LOT II "Furnishing DRSHTRR KORÇË" REF -00906-07-14-2021, -LOT III “Mobilimi DRSHTRR LAÇ” REF-00908-07-14-2021. 1. Procurement procedure with main object "Furnishing of new buildings built by DPSHTRR", with main reference number REF-00879-07-13-2021 was conducted on 02.09.2021 and is divided into 4 LOTS: -LOT OF "Mobilimi DRSHTRR BERAT" REF-00904-07-14-2021, -LOT II "Furniture DRSHTRR KORÇË" REF -00906-07-14-2021, -LOT III "Furniture DRSHTRR LAÇ" REF-00908-07-14-2021, -LOT IV “VLORA DRSHTRR Furnishing” REF-00910-07-14-2021. 2. We inform you that 3 different tenders were not held on the same day for which the winner of the same operator as you quote was announced, but a tender which is divided into 4 (four) lots and all lots must be opened in on the same day and at the same time, pursuant to the PPL. 3. It is defined in the tender documents (which have been verified by PPA) that 1 economic operator can be a participant in one or more lots, so it is their legal right. 4. The winning economic operator in all 3 lots is the operator that has submitted the lowest bid and that has met all the criteria set in the tender documents. 5. The KVO has reviewed and evaluated the bids of the operators who submitted samples and we clarify once again that among these operators the lowest bid that meets all the criteria of dt has been declared the winner. 6. Regarding the fact that bids with a value of 0 have been submitted, this is not the responsibility of the Contracting Authority, as the economic operator bids freely and independently. We explain to you that in the 4 lots of the above procedure, 2 participating economic operators have been declared winners, who have presented the lowest value for the respective lot. 7. We also clarify that to date no complaint has been filed by the participating economic operators regarding their classification, which shows that the Contracting Authority has made a fair and impartial classification, and that all disqualified operators are clarified. that they did not submit samples which is an automatically disqualifying criterion. The winning operator is the lowest bidder with all the documentation and samples in order with the requirements of the contracting authority for each lot.
