Do you think, friends, that the kindergartens and nurseries of Tirana are without the necessary kitchen equipment? So no spoons, no knives, no chopsticks, no bowls etc? Of course not, but the tender that was organized by the General Directorate of Nurseries and Kindergartens in Tirana, an institution dependent on the Municipality of Tirana, was carried out in such a way that it seems they don't have any of them.
It is learned that nearly 200 million old ALL with VAT will be spent to buy such kitchen equipment for the capital's kindergartens and nurseries. Such a tender bears the reference number REF-37946-08-04-2022 and has as its object "Purchase of materials, kitchen utensils".
The limit fund is set to be 16,132,341 new ALL without VAT or about 200 million old ALL with VAT. But if we take a look at the documents of this tender, it can be seen that only one company participated in the competition.
So we are dealing with a non-competitive procedure, where the only participant is simultaneously announced as his winner.
It is about the company SHPIRAGU owned by citizens Agron Lleshi, Sherif Kapllani and Elda Kapllani. This company has offered the value of 15,713,490 new ALL without VAT or about 200 million old ALL including VAT.
It is also understood that the value in question is almost identical to the value of the limit fund, namely 97.4% of it. All of the above raises doubts that we are dealing with a predetermined winner and that this tender should be investigated by the relevant authorities.
